This song is about phone sex, which in the days before the Internet was a popular outlet for sexually frustrated men like the narrator of this song. The subject matter is fairly obvious considering the sound of the phone at the beginning of the song, but Joel was careful to leave the lyrics ambiguous enough to make sure the song received airplay.
